Agence Universitaire de la Francophonie

State Polar Academy is a member of the Agence Universitaire de la Francophonie (AUF), one of the most important higher education and research associations in the world. The AUF has also been La Francophonie’s operating agency for higher education and research since 1989. This Francophone project aims to establish a French-language international academic community that produces and transmits knowledge. State Polar Academy representatives are permanently participate in multiple annual activities of AUF, including conferences, festivals, scholarship programs, etc.

University of the Arctic

State Polar Academy is a member of a cooperative network of universities, colleges, and other organizations committed to higher education and research in the North, the University of the Arctic (UArctic). Members of UArctic share resources, facilities, and expertise to build post-secondary education programs that are relevant and accessible to northern students. Its goal is to create a strong, sustainable circumpolar region by empowering northerners and northern communities through education and shared knowledge. UArctic promotes education that is circumpolar, interdisciplinary, and diverse in nature, and draw on our combined strengths to address the unique challenges of the region. The University of the Arctic recognizes the integral role of indigenous peoples in northern education, and seeks to engage their perspectives in all of its activities.

State Polar Academy is involved in various activities within the network, including conferences, seminars, festivals, scientific and educational inter-institutional projects as its experts are widely recognized for its deep experience and knowledge of Arctic, and students represent all the subjects of Russian Federation situated at Northern and Arctic region.

BEBO, ‘For the Future of Reindeer Husbandry’

State Polar Academy is a member of an international joint-organisation of educational networks in the fields of reindeer husbandry and other traditional livelihoods, BEBO (Boazoealahusa boahtevuoda ovddas in North Sámi) or 'For the Future of Reindeer Husbandry'. It operates as a development forum between educational institutions, enterprises and organizations in the Arctic regions. The organization was founded on the 30th of June 2007 in Inari, with the founding organization being the Sámi Education Institute, along with various other education institutes and organizations.

Network of Aquaculture Centers in Central-Eastern Europe

State Polar Academy is a member of the Network of Aquaculture Centers in Central-Eastern Europe (NACEE), an union of Central and Eastern European institutions and professionals active in the field of aquaculture, in which all members retain their full independence. The day-to-day operation of the network is coordinated by the elected Executive Board, which is responsible to the General Assembly. State Polar Academy has an assigned liaison officer who maintains regular contact with the Secretariat of NACEE to coordinate projects with researchers of the State Polar Academy. The language of communication in the Network is English and Russian. Annual meetings of the General Assembly are regularly attended by the experts of the State Polar Academy.

The idea of creation of Polar Academy first appeared in 1990 during the first Soviet-French Expedition to Chukotka which occurred with the patronage of city of Leningrad. Soviet Cultural Fund and French Arctic Researches Center took part in organization of the expedition. The International expedition was equipped by the Arctic and Antarctic Institute (USSR). The first stage of Academy establishment took place in 1991 and its forerunner was brought to life in the form of Polar Circle Alliance. Its first International Study Center had started to train national personnel administration of North, Siberia and Far East regions of Russia.

During two first years of work the International Study Center attracted attention of experts and society. High-minded directions of the Center activities were supported by Russian Ministries and French state institutions and social organizations.

Since 1992 the Center is under the auspices of the National Administration School of France. The same time the agreement on long terms cooperation was signed by the Higher School of Social Sciences of France. There was created a highly professional experts team out of number of Russian and French scholars on the ground of the International Study Center. Through the experience the Center got the Polar Academy foundation became possible. Thus it is the unique educational institution representing the international solidarity in provision the future for the indigenous culture peoples.

In 1998, to honor the Decade of indigenous peoples of the World declared by United Nations Organization, the government of Russia gave the Polar Academy a title of the State higher educational institution for the indigenous culture peoples.

President of the Academy and the chairman of the board of trustees is Artur Tchilingarov, famous Russian polar explorer, Hero of the Soviet Union and Hero of Russia, leading Russian scientist, author of number of works devoted to North and Arctic exploration issues. He is the corresponding member of the Russian academy of Science and the State Duma Deputy, honored professor of many institutions and bearer of many state rewards.

Honorary president of Academy is Jean Malaurie, famous French polar explorer, scientist and writer, Director of Arctic Research Center of France. He devoted more than forty years of his scholar life to indigenous peoples of the North and became a head of the first Soviet-French expedition to Chukotka.

Since 1992 French partners took active part in training the experts for indigenous population of North, Siberia and Far East. This alone and the Jean Malaurie personality play a special role in communication and relations between Russia and France. That’s why president of France Jacques Chirac visited Academy several times during his official visits to Russia and brought the patronage of city of Paris to the Academy while being the mayor of Paris.

For the years from its foundation Academy gave education to students of different nationalities. Polyethnic students community represents 44 subjects of Russian Federation: 57 peoples from 59 regions of North, Siberia and Far East. State Polar Academy is also open to foreign students who came here from all over the world. Students make their Final Diploma Project according to problematic of their native regions. Out of whole number of alumni more than 400 have diploma with honors what makes honor for the Academy itself.

The State Polar Academy was registered in the International Association of Francophone Universities in 2004, and signed a cooperation agreement with the Institut régional d'administration (IRA) of Lille, France (2005–2007).

2008 became the anniversary year for the State Polar Academy and marked its first decade. That was the year when the new rector of the Academy was chosen. The founder of the Academy and its first rector Azurget Shaukenbaeva was succeeded by Kermen Basangova who continued the original strong movement of international activity and cooperation. In 2011, with support of Herzen State Pedagogical University the State Polar Academy opened the Department of UNESCO, in the field of Cultural Heritage and Traditional Nature Management for North, Siberia and Far East Peoples.

Brochure about the Academy

The chief mission of the State Polar Academy is to train new generation of highly qualified experts for North, Siberia and Far East regions who fit new requirements of nowadays and its economic challenges. By their level of expertise and culture they should promote new higher level of standards of living in those regions.

The mission outlines innovative activity of the Academy and its researches for fundamental and applied disciplines, integration of science and education and electronic communication development for all the activities. Such a mission requires from the Academy to be an institution where well developed methods of training give possibilities for students and teachers to be entirely engaged in the process of a professional growth and a fruitful self-realization.

The State Polar Academy asserts itself as a multicultural institution in the city of St.Petersburg which plays an important role for economical and cultural development of North, Siberia and Far East regions. Academy is integrated into their social and economical processes and builds these relations on the basis of close interaction and cooperation. This can be described by the model Institution-Region-Production and is supported by demands for study and researches in those regions.

Realizing the responsibility for intellectual potentials of Northern regions of our planet and its needs for well-trained experts the State Polar Academy is oriented to international cooperation. It uses the highest achievements in different areas, participates in international programs and projects.

Academy is an integral society of teachers, researchers, students and alumni who strive for fruitful self-development and self-realization. The practical activity, professional development and up-to-date technologies adaptation are organically included to all study programs.
